Hotspots are shown when operations are dropped.

2. New PartnerLinkTYpe and message can be created from palette, Hotspots are
shown for this purpose in the PartnerLinkTypes and Messages.
3. Hotspots for Parts in Message is shown.
4. Hotspots for Input/Output/Fault are shown when messages from navigator are
dropped.

Verified on Windows XP with Hula 070329_14 and JDK 1.6.0_1 that the feature exists.
