Umbrella task for improving xmltools performance.

We have identified some areas that need immediate attention. For example,
opening the healthcare schema takes a long time to render in design view.
Similarly, if some changes are made in source view for some larger schemas like
OTA, views take a long time to refresh those changes or the IDE hangs.

Overall we have done a lot of tuning to imrpove the performance of opening and
editing larger schemas.

New Issue 95331, and reopening of 85037 need to reopen this issue.
