The binary version (Netbeans-release31-28.exe) for the Build 28, December 14
build is corrupt and is not a valid Windows executible.  Build 25 version
downloads and installs correctly, however.

Quite right.  Apologies for the problems.  I have replaced the
binary, all seems fine now.
