If elements are added to diagram from palette using Ctrl+Enter shortcut, 
after several added elements they start to be added into invisible bottom-left
part of diagram.

May be, behaviour should be the same as in related case:
issue 88831 - focused diagram element should be moved to visible area

Targeted in drawing area redesign.

Restoring original priority and using the standard NB waiver process.

Diagram area bugs waived for 6.0 will also be waived for 6.1.

a11y support has not yet been implemented in 6.5.

it's not common use case to add a lot of elements in a moment, also not hard to move to selected element.

UML support is no longer available in the NetBeans IDE so we are not going to fix this problem. Resolving accordingly.
