If a diagram is dragged so that it is docked next to another diagram, the newly
docked diagram will never be available as a target for adding nodes to it by
using the keyboard (Ctrl-Enter) from the project tree.

Targeted in drawing area redesign.

Restoring original priority and using the standard NB waiver process.

Diagram area bugs waived for 6.0 will also be waived for 6.1.

a11y has not been implemented in 6.5.

UML support is no longer available in the NetBeans IDE so we are not going to fix this problem. Resolving accordingly.
