reproducible with 061106_9

steps:
1. create package
2. create class near the package
3. enlarge the package to cover the class with ALT-SHIFT-ARROWs
class doesn't go to package in model

workaround: create nested link between class and package.

workaround works for package only and only to move elements to container in model,
elements still moving independently on diagram, and strange circle from nested
link appears, user have to do additional actions to remove the link from diagram
(without removing from model)

Another workaround for this issue is resizing the package large enough and
either moving the package over the class or moving the class inside the package
using CTRL-Arrow Keys.

Existing 6.5 bug 134185 has been filed for A11Y support

UML support is no longer available in the NetBeans IDE so we are not going to fix this problem. Resolving accordingly.
