Right-click "open with" NetBeans on .xml should open the targeted .xml for editing.

Right-click "open with" NetBeans on simple text should open the targeted file
for editing.

OS-level association of .xml and simle text file-types to NetBeans should also
result in .xml files being opened for editing upon double-click of a .xml file
target.

(It appears as though NetBeans currently only supports right-click "open with"
and "double click open" against projects).
