Off-screen menu items not viewable.  Basically adding nbm's will result in a
long tool and windows menu.  The result is a menu that goes off-screen.

This issue has come up before, but I don't remember the hack.

I propose a long term solution:

1.  Allow menu scrolling.
2.  Increase Categories/SubMenus
3.  Provide more control in the options menu editor like DND of menu items.

I guess we've already solved this, but I can't find an issue ;( Reassign to
appropriate subcomponent.
