UML Project-->Create Diagram-->
-->Diagram Editor Context Menu-->
-->Layout-->Properties
Window with title "Layout Properties" appears.
press 'Alt'.
Cancel button has mnemonic 'c'.

A11y issues: 
Cancel is a default button.
It should not have a mnemonic.

having a mnemonic on a default button is not an a11y issue but a Java Look and
Feel compliance bug. removed a11y keyword.

Restoring original priority and using the standard NB waiver process.

Diagram area bugs waived for 6.0 will also be waived for 6.1.

Removing obsolete assignments.  Bugs will be reassigned for M2.

layout properties dialog has not yet been implemented in 6.5.
