It seems whole model of resources like builds, test sources, configurations etc.
should be reviewed and redesigned. 
New requirements (like bindists, clusters, new products' structures) need
features which is not possible or easy to implement in current infrastructure.
There should be made steps to make core of system more robust, e.g. it should be
cleaned up of all xtest and netbeans specific structures. They should be
placed/delimited in plugins.

Main server should run as standalone.
