If 'Navigate Link' tool is selected, can't be disabled by rigth clicking on
diagram empty space.
Other similar tools, like 'Zoom Interactively' are disabled after right-clicking.

After several right-clicks corsor is changed to 'Select' state, but 'Navigate
Link' tool is not disabled (related issue 86921).

steps to reproduce:
- create uml project.
- create class diagram
- add two classes to diagram and link beetwen them.
- select 'Navigate Link' tool from diagram toolbar
- right click in diagram empty space.
'Navigate Link' cursor is replaced by 'Select' cursor (issue 86921).
If no, repeat right-clicking.

- left-click on link on diagram.
BUG: you will see that 'Navigate Link' is still active.

still exists in 6.5.

verified in build 20080908. with redesign, right click won't disabled.
