Local variables in the mapper trees should be slightly restructured so that they
follow the following spec more closely:
http://enterprise.netbeans.org/specs/bpel/bpelMapperFaceLift.html

Specifically, there should not be a "Local Variables" node, and instead the
scopes themselves (and any other variable container) should be put directly
underneath an all-inclusing "Variables" node.

Some work should be done, however, to determine which approach is actually
better... the approach that already exists within the mapper or the one
mentioned in the spec.
