Windows Vista

When running NB on Windows Vista, Properties window uses XP colors (see the
attachment). In the screenshot, there are colors that should be used in
Properties window on Windows Vista.

fixed

however i left the original color for the darker line under properties split 
bar. i think that color is correct as it is used to paint split bar's shadow. 
please reopen this issue if you think otherwise.
