Using mouse to drag and drop requirements to modeling elements on the diagrams seems to be the only way that is possible to associate requirements to elements.
With keyboard, maybe do something similar to adding edge elements from modeling palette to 2 selected elements on the diagram. This means, select an element from the diagram to associate a requirement to, get focus to the design center and select the requirement, then press Ctrl+Enter on the selected requirement to get the requirement association created.
