it's not possible without mouse to select two elements on diagram to connect
them with link.

There are a11y shortcuts for several links to add them without mouse.
e.g. Alt+Shift+G for Generalization.
But to add it, user has to select source element, then target element and only
then use shortcut.
And this selection is not possible.

priority is changed to P1 because this bug blocks such critical functions as
adding links....

already fixed and checked in. Use Ctrl-Shift+ to select muliple elements and
Ctrl-Shift- to deselect element from the selection group.

I can select two elements, but can't add link yet.

verified in ide-coco-061108_9
mark it as verified, because adding link with personal shortcut works.
adding any link from palette by Ctrl+Enter is another issue.
