when diagram has no focus we can't operate with diagram without mouse

This is working for me.  After opening a diagram, I can start to use the tab key
to navigate through the nodes on the diagram.  

Before a week or so ago, there was not really anything you could do via
keystrokes.  So, maybe it was not that the diagram did not have focus, but
instead that there was nothing that you could do.

We have now allow you to use the tab/shift tab to navigate through the nodes on
the diagram.

I can't reproduce with 061106_9, looks like fix for issue 80736 fix this issue too
