Inspector should support drop action.

---Evaluation---
This is currently very difficult to implement, because the underlying netbeans
explorer component does not support this functionality.

Designer 1 has been removed. Therefore reassigning to Designer 2 module.

D&D inside Inspector of new VD is partly supported. It is possible to D&D resources inside Inspector and D&D resources
outside Inspector. Right now moving of Items using D&D is missing which is described in issue 109358.
