Steps to reproduce:

1.  Create valid .wsdl file (or use attached).
2.  Create .bpel process from scratch.
3.  Import WSDL
4.  From the Palette, drag the "PartnerLink" into the canvas.

Result:
No editor appears to create the PartnerLink

Expected Result:
There needs to be a way to add the PartnerLink, right now, I have to copy/paste 
the source.
