If JDK11 java home directory (used in JDK1.1 debugger type) is not set, its
value should be null and not IDE's java.home (it does not make any sence to
point there, IDE is never running on VM 1.1.

Null default value causes the configure dialog to be opened if the user tries to
debug using JDK1.1 debugger type without JDK1.1 java home properly set.

Resolved in build 1137 and 57.
