Steps to reroduce:
- create a new BPEL module project
- open it in disigner
- add an Assign activity before existing Empty
- switch to source view and delete the assign element
- switch to design view and then switch back to soutce view
- delete the empty element
- switch to design view
Result: Empty activity does not disappear from the diagram, attempt to add any
new element onto the diagram fails.

This bug has the same reason as IZ77785.
