the cursor should change when user selects a component in palette and go with
cursor to design area. -Form editor adds an icon of component to the cursor...

The designers does not listener on selection changes in Component Palette.
Therefore they do not change their cursors.

Postponing fix of this issue to next release of NB 5.5.

Designer 1 has been removed. Therefore reassigning to Designer 2 module. Probably this issue will be resolved in the future.
