Description (Entry 2):
Under a test case, if you right-click the input or output file, there is an 
option to "Save as Template..."  If you choose one of the templates and hit 
OK, nothing happens.

This item should be removed from the menu if it is not going to be used for 
the JBI Test Driver

Test Case UI is reimplmeneted (81652) based on the new requirements in 81651.
This  problem has been fixed.
