Mac OS X version 10.4.6 running on ppc
en_US (nb); MacRoman

By creating of .NBM files the 'updates.xml' is created in 'updates' folder
together with .NBM files. The generated xml starts by following lines:

<!DOCTYPE module_updates PUBLIC "-//NetBeans//DTD Autoupdate Catalog 2.3//EN"
"http://www.netbeans.org/dtds/autoupdate-catalog-2_3.dtd">

The version of dtd should be upgraded from 
http://www.netbeans.org/dtds/autoupdate-catalog-2_3.dtd to
http://www.netbeans.org/dtds/autoupdate-catalog-2_4.dtd in generated update
center .xml file.

No. Intentionally uses the earlier DTD wherever possible to remain compat w/
5.0. Only uses 2.4 when targetcluster is set. See issue #74866.
