uninstalled the previos build 
installed Build060618/installers/
and got the following err msg:
Some errors were encountered during th installation of Java EE 5 Tools Bundle.
The product was not installed. For more information see the installation log files:
C:\DOCUME~1\ADMINI~1\LOCALS~1\Temp\netbeans-5_5-installation-20060619162652.58808.log
or
C:\Program Files\netbeans-5.5dev\installation-errors-log.txt

There is a workaround suggested by Dmitry:

Please check if the registry key "Path" exists at
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Session Manager\Environment.

If it does not exist then create it with REG_EXPAND_SZ type (string value) and
without a value. The other possible reason is that this key`s type is not
REG_EXPAND_SZ or REG_SZ.

After the key "Path" was created, installation was successful.
