Description:
reproducible with buzz, coke_build7

Most element have gradient background since buzz, but Background Dialog remains
old and allow only one color selection. There should be possiblity to select
upper color and bottom color in the dialog.

Targeted in drawing area redesign.

Restoring original priority and using the standard NB waiver process.

Diagram area bugs waived for 6.0 will also be waived for 6.1.
