Bow #2, jUML 1992.

Many elements can be incorrect drag-n-droped to some diagram.
For example we can drag-n-drop Interface to State Diagram. It is
prohibited in Describe Enterprise.

Steps to reproduce:
- Create new State Diagram. Open it.
- Create new Interface.
- Drag-n-drop Interface from UML Workspace tree to State Diagram in
  "UML Diagrams" frame.

Evaluated by UML iteam on July 2, 2004. Will be fixed for Bow RR

Not critical for Bow per iteam review.
