Description:
reproducible with buzz and coke_tpr2_rc2

steps to reproduce:
1. open design center
2. create new project
3. add two packlages to the project
4. add class to first package
5. try to move class to another project
drag&drop doesn't work
CTRL+C,CTRL+V,CTRL+X do not work
there are no Copy/Cut/Paste in context menu

This issue should be fixed if low risk and possible for this release. Otherwise,
it can be waived for this release.
