Since deployment descriptors are optional for JavaEE5, templates have been added
to allow users to create them when needed.

To go with this, we should add a "New" menu item to the "Configuration Files"
node in each of WebProject, EjbJarProject, EarProject, and AppClientProject (and
corresponding freeform projects where applicable).  Even better if we can show
the various appropriate descriptor templates on the menu as well, similar to
what we do for other template types in other locations.  But I think that list
might be global so maybe not so good...

This old bug may not be relevant anymore. If you can still reproduce it in 8.2 development builds please reopen this issue.
