[main trunk]
1. open some resource bundle in properties tab editor
2. close the IDE
3. reopen IDE

collumns in tab editor have now incorrect width (they make only about 1/3 of
whole window) - after closing and reopening editor everything is ok

Fixed in [main-trunk] only for the time.
If this fix will pass additional UI review then it will be moved to [release31]
branch as well.

The fix is kind of workaruond. The table is made auto resizable again and added
checkbox for user to have a possibility to swicth the auto resizing off. This is
valuable for cases when too many columns appear in table and is harmful to work
with.

It's fixed the same way in [release31].

Resolved for 3.4.x or earlier, no new info since then -> closing.
