JDK: 1.5.0_06
Language: Japanese

I'm trying to edit index.html written in UTF-8 and it has

  <meta http-equiv="content-type" content="text/html; charset=UTF-8">

in header. It's OK to edit, contents can be displayed and saved properly
in Editor.

However, It seems that showing cvs diff does not work properly
with this HTML file, all Japanese characters are garbled at diff.

1. check out ja/www/index.html (cvs.netbeans.org)
   this doc is written in Japanese, UTF-8
2. edit some lines
3. try to get diff by CVS->Diff...

contents in "Local Modified" pane is OK, Japanese are correct. However,
All japanese in "Base" pane (which is from cvs) are all garbled.

Also because of the same problem, diff from CVS history are all
garbled.

seems to be duplicate of 76001, so marking it as that and closing.
76001 talks about jsp files but asks that it be checked for other
file types, so dont think a separate issue needed for each file
type.
