Most of the time when someone wants to add a project as a compilation resource to a project, they actually already have it open. The UI for this should first offer a choice of all open projects, and then second offer the file chooser if the project is not actually open. Currently the user has to go fishing for a project that is already displayed in Explorer - that can't be right.
To the contrary the current UI was designed this way intentionally, with the guess that in the majority of cases the new dependency would not already be open. Probably an empirical matter to investigate.
Already the case for Maven projects.
This old bug may not be relevant anymore. If you can still reproduce it in 8.2 development builds please reopen this issue. Thanks for your cooperation, NetBeans IDE 8.2 Release Boss
