tools-library manager
list of libraries - "Derby Driver" does not come from a bundle file so cant be
localized.
Java EE 5 doesn't either but not a problem since not localizable words in that.

Ludo's issue, the Derby library is registererd by the appserver plugin.

I think this is wrong anyway, the Derby library should be registered by the
Derby support module, not by the appserver plugin. Otherwise the library is not
registered when the user registers an external Derby instance in Tools - Options.

Do we know if the name "Java DB" needs to be localized as well or not?

I'm guessing since Java DB is a product kind of name, it does
not need to be localized, just the word Driver would be.
