-choose Tools | Add to Palette

* it wants to add it to Form palette (should add to Mobility palette)

The problem is that is "Tools | Add to Palette" action is provided by FormEditor
and it is possible to plug-in.

I think the solution is to create plug-able shared "Add-to-palette" action.

I think 73640 and 73641 describe the problem quite well. Palette module could 
provide the action and allow other modules (palette providers) to register 
their context action. From the user's point of view it would look similarly to 
the Palette Manager menu.

Designer 1 has been removed. Therefore reassigning to Designer 2 module.

The new Tools / Palette action is much better organized.
