200602152300 jdk1.5_0_06fcs

1) New Project -> Web Application -> Next
2) Finish

After a while you get informational error
"Cannot create file jax-ws.xml in folder ..."(your project folder)
And new web project is invalid, only partially created.
Thats also cause of automated tests fails.

It was caused by Milan's changes related to jax-ws. I commented the wrong code
out. Reassigning.
