JavaDoc "Add URL..." button for Class Libraries.

I noticed that the Mobile Libraries enabled an "Add URL..." button on the
JavaDoc tab of the Library Dialog.  It would be desirable to also include that
option in the Class Libraries as well.

Dupe of something, I guess - remote Javadoc not currently supported.

The problem with the Add URL is that the JavaDoc module uses the heuristic
HTTPFS for getting the javadoc files and it does not work reliably. There is
task for rewriting the Javadoc module to use URLs instead of HTTPFS.
