"Tools" > "Java Platform Manager", "Javadoc" tab
"Tools" > "Library Manager", "Javadoc" tab

Please add an option on these tab pages to specifiy documentation residing on 
an HTTP server (Example: "Add URL"). This way a development organization will 
be able to serve up javadoc files for the JDK and custom libraries and have 
them accessible to the IDE.
