The StoreGroup should be extended by the factory method creating new
ToggleButtonModel with default value == true.
This is needed when the build script sets some property to true when it is missing.

The SG is in ant/project I think - moving there.

This old bug may not be relevant anymore. If you can still reproduce it in 8.2 development builds please reopen this issue.
