NetBeans 3.x had a "Build File" (F11) action, meaning clean&compile. This is
missing since NetBeans 4.x. It is for example needed, if you want to force a
compile of a single file, when NetBeans thinks, it is up to date, but it is not.
This can happen, if you use CVS or Subversion (with file dates set to commit
date) and have done a revert.
An (ugly) workaround is to change something in the source and change it back and
then hit F9.

Valid requirement, should be doable for 5.1
