usually users close IDE when there are some Tabs open , if the try to start IDE netxt time it will cost them some times until IDE could open those tabs.
so , if ide close the open tabs on exit it will start faster next time.

I think you can close it by your own, it isn't usual to close all your opened
stuff before rebooting. Users like reopn with the same stuff more, I guess.

I agree with mmirilovic, standard good UI should try to restore configuration and state of application - we don't have
any plans to work on suggested feature, sorry.
