[ BUILD # : 200512152030 ] [ JDK VERSION : 1.5.0_02 ] For JSP, JSF, etc., it's possible to save changes (or recompile), and the changed file is picked up by Tomcat. For properties files, a full build (F11) is required for the changed properties file to be copied to the output folder.
This issue is not related to NetBeans but to the server implementation. Before showing JSP, Tomcat checks the file timestamp and if it is different modified JSP is pisked up. I'm not sure if there is any app server that can pick up modified properties files, it is probably not implemented for properties files.
Yes, resources are copied only during full build.
