The Misc options panel forces the individual panel widths to the width of the
widest panel.
Open options/misc and switch to the gui builder settings, then play with the
window width.
If you make it wider, the border around the settings panel will follow the right
edge. But if you narrow it too much, the right line of the border will be
off-dialog, although there is still enough space for all the controls and the
border.

Moreover, it seems that the options dialog is sized improperly by default on
mac, check the last few comments in the mentioned issue 67632.
