ToDo Action not registerred in Actions folder. Thats why user can not edit
shortcut for this action. Plus there should be only one registration of
*.instance, and the rest of registrations should use *.shadow file.

Known quirk: after assigning new shortcut an old one is not released. It's
confusing in menus. Workaround: assign the old shortcut to another action.
