I have found out that there are still scrambled files in our CVS and more  
importantly in our source download: 
  
find . -name '*.scrambled'  
./translatedfiles/src/j2ee/external/blueprints-solutions-catalog_ja.zip.scrambled  
./translatedfiles/src/j2ee/external/blueprints-solutions-catalog_zh_CN.zip.scrambled  
  
 
maybe they are just left there by omition during the "scrambling cleanup". If 
so, it would be better to remove them, imho.

I think it's up to you to decide whether Japanese l10n still needs these files

It has been removed when 5.0 release. Both Japanese and Chiense scrambled files
have been removed from source tree.
