Manually installing a11y.nbm, going from step 3 to step 4, I got:

Annotation: Missing resource from class: org.openide.util.NbBundle$PBundle
Annotation: Key which was not found: LAB_ModulesList_Mnemonic
java.util.MissingResourceException: Can't find resource for bundle
org.openide.util.NbBundle$PBundle, key LAB_ModulesList_Mnemonic

I cannot install the module!
