Needs more GUI tools/features for struts development such as the ability to go 
back and add 'local forwards', 'exceptions', 'properties', etc... to action 
classes.

Some kind of visual GUI (like a lite version of Struts Studio) would be very 
useful.

This old bug may not be relevant anymore. If you can still reproduce it in 8.2 development builds please reopen this issue.
