Project properties window has resize issues - opening by default not all items

Added comments:
This is visible on Chinese (or what) locale. The tree doesn't show all the item
by default (see 1st attachment), and when resizing the window, the tree is not
resizable horizontally (see 2nd attachment).

Note very similar issue 65190 (with supposed semi-patch). Maybe dupe - leaving
decision on owner. (tree problem is not mentioned there)

Re project properties not big enough: yes I think it is duplicate of issue #65190.

Re the tree is not fully visible: sorry but I think it would be quite ugly if
the tree would be resizeable. I do not think this is a big problem, there is a
scrollbar for you can scroll it as necessary.
