from tools menu, choose Add to pallette and the select palette category
window appears - the words on it

dont come from the localized files when run in other locale.

Fixed. The name of Beans category can be localized via
FormDesignerPalette/Beans key in org.netbeans.modules.form.resources.Bundle
bundle. The layouts category should not be shown at all (see issue 64564)
and therefore it is not necessary to be able to localize it.
