Currently they are added with the Add Keybindings dialog, which is not the one
that  is used by the Options window in the Keymap. The Add Shortcut dialog used
in the Keymap panel is superior, because
*it warns you of already mapped shortcuts
*the Add Keybinding dialog is annoying because the Enter key is does not
activate the OK button like in other dialogs. This is an A11y error.
