Some files e.g. web.xml, ejb-jar.xml, etc. have more than one view (e.g. General, Servlets, Filters, 
Pages, References and XML) in Editor. For all these views Navigator shows just XML structure. This 
behavior is not correct. The correct behavior is specified here:

If you are not able to show Logical view in Navigator for the 5.0 release (issue #63908), please display 
<No view available> message for appropriate views in Navigator window. It means that Navigator 
shows the XML structure when a XML file is selected in Project view or when a XML file is opened in 
Editor and the XML view is selected.

IMHO it is better to display at least the XML RAW view if we do not have the
logical view instead of empty window. Once we have some they will have a
preference before the RAW view. I am letting the issue opened though I tend to
close it as wontfix.

Things are a lot different than it used to be in 2005.
