I found a lot of promotion material about NetBeans 4.1 mention about the
profiling & ant debugging feature. However, I just found I cann't access these
feature plugins from the Chinese edition of NetBeans 4.1. Yes, you can't found
any of these plugins from the update center of NetBeans 4.1 Chinese edition. 

That's quite ridiculous: promoting the cool features of NetBeans 4.1 while
leaving no  access for the Chinese developers, isn't it?

I just demoed the NetBeans features in Java China. I believe a lot developers
are quite insterested in these features. I am really quite concerned if they
download the Chinese edition of NetBeans 4.1 and find no way to get these cool
features, what would be their reaction? They may feel we are just a liar. I am
really worried about this. 

Pls correct this ASAP.

as far as I know this issue has been already fixed by producing special build of
NB 4.1. This special build got build number 200509122010. Check if your copy of
NetBeans IDE 4.1 shows buildnumber 200507031930. If yes, then you got regular NB
4.1 which is not intended for people in People's Republic of China. You can find
buildnumber information in menu "Help | About" and clicking on tab "Detail".

This special build was available only on server in China (not @netbeans.org). If
you're using regular NB 4.1 Multilingual build in chinese locale, then it's
known issue not affecting people in People's Republic of China. This particular
issue is being worked out.

Please write us buildnumber of your NetBeans IDE 4.1 and attach list of features
you cannot access (at least something so we can catch on your report). (There
was special Update Center set up to serve people located in People's Republic of
China)

I'm marking this issue with keyword INCOMPLETE, but I tend to mark it INVALID.

Yes, my build # is 200507031930. But I still see this as a bug:
1. We recently lauched the javachina event and we promote the netbeans.org
website in all the relevant session. Nonetheless, users from P.R.C will not be
able to find "their" build on this website. Or in other words, they can only
download a edition "not intended for people in People's Republic of China" from
this website. Then, what's the meaning of promoting the site?
2. There actually is a simplified Netbeans edition on the website netbeans.org.
To the best of my understanding, simplified Chinese is majorly used in P.R.C. If
the 200507031930 edition is not the right edition for P.R.C, what's the aim of
putting a simplified edition there?
3. If there is no edition "intended for people in People's Republic of China" on
the netbeans.org, a proper position for the download should at least be advised
on a remarkable place.

build 200507031930 had not to be presented on Java China. I was personally
involved in firedrill to prepare special build for this event.

The special build was prepared due to restrictive Chinese government regulations
for accessing international Internet. The build available on www.netbeans.org
points to empty Update Centre, because we're waiting for delivery of catalog
texts translation.

Re #1) special download site within .cn domain has been prepared and I was under
impression this one was promoted as well

Re #2) this question is not for me, I'm not responsible for market research studies

I think it has been already clerified, but to sum up:

1. There is a localized version of NetBeans 4.1 available from the netbeans.org
web site. This version (#200507031930) can be run in Chinese (zh_CN) locale and
will refer to the Chinese section of the update center and netbeans.org. This
update center is currently empty and waiting for the delivery of localized
configuration files from the L10N team.

2. There is a special Chinese version of NetBeans 4.1 available from
http://gceclub.sun.com.cn/download.html. This version (#200509122010) is
intended for distribution and usage in P.R.C. and refers to the update center
located at gceclub.sun.com.cn. The content of this UC corresponds to the content
of the En update center at netbeans.org.

this is clear to me. The issue raised by Paul is in two things.

#1 why don't we allow download of version #200509122010 also from netbeans.org site?
#2 Update Centers built in version #200507031930 are empty

Both issues effect people in China, who can access international internet.
Actual presentation doesn't cover all options and I understand Paul's complain
is about larger coverage.

Imagine cube of coverage:

First axis is user's location?: in China vs. outside of China
Second axis is can user access netbeans.org site?: yes vs. no
Third axis NB 4.1 buildnumber?: 200507031930 vs. 200509122010

We have eight areas, where not all are properly covered and I guess this is
Paul's major point. I cannot tell which areas should be covered in regard of
effectiveness vs. usability, I'm just explaining how I understand Paul's report.
